Introduction
This proposal seeks to establish a Special Operations Roundtable to run and create a pilot program aimed at enhancing the efficiency and effectiveness of the Arbitrum DAO grant program. The roundtable will consist of a team of 9 stewards who will lead the proposal initiative and ensure transparency through the creation of a Snapshot Subspace.
First Steps
1. Formation of the Special Operations Roundtable: The roundtable will be composed of 9 stewards who will lead the proposal initiative. The team will be responsible for creating a Snapshot Subspace for transparency, with a requirement of 1 motion and 3 support to move to vote. For a vote to pass 5/9 minimum is needed, with the Chair to only vote in the case of a deadlock 4-4 vote. When the time comes to vote for a projects respective grant, they must abstain, and in the event of a deadlock the project manager may place a vote.
2. Budget Allocation: A small budget will be allocated to recruit community members to help with the initiative. This will include Support and Research roles below.
3. Rules, Procedures, and Amounts Determination: The roundtable will be responsible for determining the rules, procedures, and amounts for the pilot program.
Immediate Needs (WIP)
1. Project Manager:(Proposed) Tnorm will serve as the project manager, with support from StableLab, PluralityLab, CastleCap, and 404DAO, etc.
2. Treasurer/Finance: A treasurer will be appointed to manage the finances of the initiative.
3. News & Reporting: Copywriters from ArbitrumDAOGrants or others will be responsible for news, reporting, and transparency of progress.
4. Graphics/Brand Assets: Designers will be recruited to create graphics and brand assets for the initiative.
5. Technical Implementation: A combo of Hats Protocol, Multisig, & UMA oSnap Oracle can facilitate needed actions.
Proposed Mechanisms
The roundtable will explore both on-chain and off-chain mechanisms to support its goals, including:
- Approved uses of Grant allocations through various Key Pillar segments.
- Pillar alignment between stewards, their community, and support to do in depth analysis.
- Reputation systems to quantify non-technical/offchain contributions.
- Standardized service provider agreements to onboard vendors.
- Service Provider credential systems for interoperability across DAOs.
- DID Implementation for pre-approved service providers.
- Defining Roundtable membership criteria for access to shared ecosystem mechanisms (ie Bug Bounty)
- Increase transparency and accountability through public documentation and on-chain record keeping.
Goals
1. Ratification by End of Year: The goal is to have the Grant Framework proposal ratified by the end of the year.
2. Pod Set Ups: Stand Up Proof of Integrity and Proof of Work Independent Assessment Pods to monitor Grant disbursement progress.
3. Four Cycles in 2024: The pilot program will run in three cycles in 2024: Apr-Jun, Jul-Sept, Oct-Dec. The first allotment of grant recipients who applied in Q1 and were approved will begin to receive allocations in April 2024.
Timeline
We envision the following timeline:
- Form roundtable team: November - 1 Month
- Design pilot grant program: December - 1 Month
- Ratification - January - 2 Weeks
- Specify proposed mechanisms: January to February - 1.5 Months
- Deploy pilot program/accept applications: February to March - 1.5 Months
- Evaluate and iterate: April - December
Budget
We estimate a budget of 75 million in ARB for grants (25 million per cycle), and 600,000 in ARB for roundtable operations over a 1 year pilot period (Support and Pod Costs).

The creation of the Special Operations Roundtable will provide a structured and efficient approach to running the pilot program. This initiative will ensure that the Arbitrum DAO grant program continues to support projects that align with Arbitrum's goals and contribute to the growth and development of the Arbitrum ecosystem.
