It is a community-driven governance mechanism that allows $ARB token holders to propose and vote on changes to the organization and the technologies it governs. The DAO's governance smart contracts are implemented on the Arbitrum One rollup chain, which is a Layer 2 scaling solution for the Ethereum blockchain.
Arbitrum is a protocol that makes Ethereum transactions faster and cheaper. Developers use Arbitrum to build user-friendly decentralized apps (dApps) that can take advantage of the scalability benefits of the Arbitrum Rollup and AnyTrust protocols. The Arbitrum DAO has decision-making authority over the Arbitrum One and Arbitrum Nova chains, along with their underlying protocols. This DAO is governed by The Constitution of the Arbitrum DAO, which is a set of rules that describe how the DAO will operate.
The Arbitrum DAO is the worldwide community of $ARB token holders and the delegates that they select. The DAO is responsible for governing Arbitrum and its Security Council. The DAO can use constitutional proposals to modify the Security Council's powers, or even to eliminate the Security Council.
The purpose of this document is to outline the revised Grant Procedure for the Arbitrum DAO, incorporating the idea of the pledge of 3% of Token Supply or 3% of Protocol Income, paid in AETH or ARB, for future implementation. This procedure is designed to encourage and support projects that align with Arbitrum's focus on France, fostering innovation and collaboration within the community. It also ensures that the process of applying for and implementing grants is transparent, fair, and efficient, promoting accountability and trust within the Arbitrum DAO.
