The process is designed to be transparent, fair, and efficient, promoting accountability and trust within the Arbitrum DAO.
1. Initial Review: Once a proposal is submitted, it undergoes an initial review by the Arbitrum DAO. This review involves a temperature check, where the proposal is suggested on the Arbitrum DAO governance forum along with a Snapshot poll. This allows the community to provide initial feedback and gauge the level of support for the proposal.
2. Roundtable Review: After the initial review, the proposal is reviewed by the Arbitrum DAO Roundtable. The Roundtable is made up of inner table seats and outer table seats. Anyone approved can hold an outer table seat, however, inner table seats are the only voting members on whether to approve the application. The Roundtable members review the proposal in detail, considering factors such as the project's alignment with Arbitrum's focus on finance, the project team's commitment to Arbitrum, and the potential impact of the project on the Arbitrum ecosystem.
3. Voting: If the Roundtable approves the proposal, it is put to a vote by the Arbitrum DAO community. The voting process is conducted on-chain, with each $ARB token holder having a vote proportional to their token holdings. The proposal must receive a majority of votes in order to be approved.
4. Award Decision: If the proposal is approved by the Arbitrum DAO community, the project is awarded the grant. The grant is paid in ARB, and to be spent on earmarked activities with pre-approved service providers.
5. Feedback: Whether the proposal is approved or not, the project team will receive feedback from the Arbitrum DAO and Roundtable. This feedback is intended to help the project team understand the decision and to provide guidance for future applications.
At any time, inner table seats can be replaced by an ARB token holder DAO vote. This ensures that the review and award decision process remains dynamic and responsive to the needs and interests of the Arbitrum DAO community.
